Lumeris specific building from Impactless Sites tech does not build in any system.

Description

Workers campus, when constructed does not provide any bonus or appear in the constructed system improvements window after being built. Instead the building returns to the list of unbuilt improvements and can be built repeatedly with no effect. buying out the improvement had the same effect, in each case the production/dust would be consumed.

Steps to Reproduce

Due to the fact that this is a tech acquired later in the game and I have only played one game as the lumeris since, I have not yet been able to reproduce the bug on different game files, however, the bug remained consistent in this file, as no systems were able to build it at any point.

I can confirm I've also had this problem on my Lumeris game. The thing is, the building IS built (you can see it in the list of built improvements) but whether it actually provides any discernible benefit is unknown to me.

It does give you the bonuses and is repeatable. If you build 5 it gives you 100% buyout reduction making it so buyouts are impossible.
