I'm supposed to research 5 technologies to complete the quest. At one point I researched 5 in one turn to see if that would help - it didn't. The quest is bugged.

Note that the alternative path (accumulate a fairly large number of research points) worked for me.  (The number of points required was less than my 1-turn RP income at the time.)

I did eventually finish this - it took about 20 techs. The ENFER system has a yellow bar around it that went down as I researched more techs.
