The Workers Camp improvement does not finish when built. No building is built, and then building can be built over and over again.

I actually had this but the Worker Campus was built multiple times, stacking the bonus until it stopped letting me buyout anything after my bonus was over 100% buyout reduction.

Yes, I think it does actually apply the bonus.

When you're over 100%, do you get bonus dust for buying something out?
