I get the click to counteract button but then there is no option to select after that, I have researched everything.

There is an error in ConstructibleElement_AnomalyReductions.xml that causes the issue changing anmoly39 to mirror all the other anomoly reductions fixes the issue.  It reads <BaseAnomaly Name="AnomalyReduction39"/> and should read <BaseAnomaly Name="PlanetAnomaly39"/>

Hmm guess it's broken on purpose access engineering gets stuck in the production que.
