I'm not sure if this happens to the Unfallen faction only, but I have not encountered this bug until I tried out Unfallen.

Basically, I had researched Public 3D Printing (which turns 25% of Production into Dust, but also making the Production 0, blocking the Production Queue), and had it running on several systems, but notably my home system.

Then, I researched Emergency Labor Policy (which is an upgrade to 50% from the 25% of Public 3D Printing), and usually what happens on other faction is it unlocks both Public 3D Printing and Emergency Labor Policy (even though one is better than the other) in the Improvements section.

But this time, all my queued Public 3D Printing's were automatically upgraded into Emergency Labor Policy, and entered into the queue, without offering Public 3D Printing anymore.

At this point, I thought this was a good improvement, so that I didn't have to go through every single system and upgrade it anymore (I'm lazy lmao).

But then, when I tried removing Emergency Labor Policy in order to build more Improvements on my home system, my Production remained at 0 even though I removed it, making it impossible to build other Improvements.

When i hovered over the system's Production Stat, it insists that my Production is still being converted into Dust (see picture below).

Placing Emergency Labor Policy back into the Construction Queue made my Production Stat double the conversion, resulting in a negative stat (see picture below).

And I only realized this after about 19 turns, so I couldn't backtrack using autosaves.

Please fix! The auto-upgrade and not-offering-the-obsolete-version is great, except, y'know, I can't produce anything afterwards.
