I think tendrils mechanic is not working as intended.

I was playing as empire and unfallen had tendrils in one of my own system: i had a fleet guarding the system and they kept asking me to remove hostile ships in their territory, except that the systen was mine and obviously in MY sphere of influence.

They eventually got p***** off and broke away from peace.

Unfallen tendrils: confirmed bug

Description

When the tendrils extent to an other empire's system, the unfallen consider that they own the system and start asking the other empire to remove the fleets. Tension start growing.

This behaviour wasdetected when tendrils used a wormhole link between the unfallen and the other empire systems, I ddn't detect it for a regular link.

Also note that the message start when the peaceful conversion start, can't remember of it before the conversion start (which not mean it was not true before)

Steps to Reproduce

1. colonise a system near the unfallen empire

2. Notice when tendrils are connected to your system

3. Notice when peacefull conversion start

4. Move a fleet in that system

5. Unfallen start complaining

Expected Behavior

The Unfallen must at least convert the system before asking me to move my fleets (and this will never happen, I prefer war than loosing a single pixel of my empire, but it's another problem :p )
