Default colonisable planet types  suffer -50% FIDS Penalty

Description

With the Ecologists in power as the main political faction you are supposed to get a -50% Fids malus to all planets that you colonise which you lack the technology for. Forest and Terran planets are also affected by this, with no means of removal. This means that Terraforming is near-useless and that the standard Horatio are gimped from the start.

Steps to Reproduce

Start up a game with the any civilisation with the Ecologists in power. Check income versus expected income.

Expected Behavior

These planets, being colonisable from the outset, should provide 100% of the expected FIDS

This is a really brutal bug and is preventing me from playing Horatio.
