Empire approval bonus must be disabled

Description

There is a law which raises approval amount of 3 per pop, but decreases the sci 10%. It works well.

Planet approval bonus works which raises food and influence production.

But I can't see science and dust production due to empire approval anywhere. Please be noticed.

Steps to Reproduce

As previously mentioned, simple process to raise empire approval shows the bug easily

Reproducibility

5/5, have tested with United Empire and Unfallen. Maybe the same for other factions

Expected Behavior

empire approval bonus should be enabled as before

Same issue here.

Description

Approval bonus (+ 15 % if happy, + 30 % if ecstatic) doesn't apply correctly anymore on dust and science.

Works fine for food and influence.
