Description

For three games noticed how common luxuries and strategics were, first thought it was map setting so turned down appearance rates but still same results. Found that reason was as I sent explorers around probing curiosities that all the ones that had a chance of giving a resource would always give one, ending up with multiple systems that had all their planets providing multiple luxuries.


Steps to Reproduce

1. Start a game with normal settings (Although I tend to use settings that give most star systems, so big map sizes/density)

2. Have Explorers probe curiosities with the low chance for resource description.

Expected Behavior

Curiosities should only yield a resource once in a while, not have each one have a luxury or Strategic.
