Playing as Vodyani, I am unable to find/research any tech that increases the amount of battle cards I can have in the deck. The amount of cards is locked to three, and no tech I research increases this amount.

Expected Behavior

As was the case in pre-release, one would expect that, as the tooltip points out, you can increase the size of the battle card deck through researching technology.
