United Empire Quest Step 1 : Militarist Workforce can trigger complete to soon.

Description

The workforce objective can be triggered before getting the proper amount because when the turn pass you can get more than max workforce when the +XX applies.

Steps to Reproduce

1. Start a game with UE and select militarist option on the first story quest.

2. Obtain Workforce near 600 and a +Workforce near 300.

3. Pass the turn.

4. During the turn you get 600+300 and when the game realize that the max has been passed you return to 600.

5. Quest complete.
