I noticed that the tutorial pop-ups do not have a way to close or end their text with a "confirmed" option, only closing their widow to end all tutorial support for the game (until you turn it on again).  Unknown if this is a bug or just a design oversight.  Not game breaking, just a bit frustrating when I am looking for all the features I missed updates on.

I've noticed that too and the close button was present in Early Access just before the release. I would like to see it back as I've found it very useful when learning new factions. Sometimes messages were very useful, sometimes I didn't feel like reading and I had the option to cancel specific messages without disabling the tutorial.

As you said, at least, each tutorial always ends by ending the turn. Yet, there is currently a bug that reopens a tuto popup whereas you've minimized it, which is really annoying. It occurs more specifically when you go to one screen to another. This should be fixed soon though.
