Vodyani Arch blocked on trees 

Description

An anchored Ark is not able to build any system improvements neither grow any population in a system that is already occupied by the "tree minor faction that you can smoke for happiness" (I don't know their name in english, and I can't find them in the wiki).

Steps to Reproduce

1. Anchor an Ark on a system with apparently no population

2. Discover that it is already occupied by the "Smoking Trees"

3. Wait until the Manpower circle completes

4. Still no construction available after the circle completes and the influence zone appears.

Reproducibility

Happened only once, I will try to anchor Arks on other systems with undiscovered populations.

Expected Behavior

The minor faction population should be consumed for essence and the system allow for building improvements and spaceships.
