Custom race with Celestial Vines gameplay affinity and Vodyani visual affinity are unable to colonize lava-type planets.

Description

'Maximum Exploitation' tech does not allow lava-type planets to be colonized by Celestial Vines. Celestial Vines has a set turn per planet types to colonize. It shows a 640 industry cost to colonize a lava planet on the tech tree. On the planet interface it states the technology has not been researched even though it has and won't let you start the colonization process or execute the first colonization on a lava planet.

Steps to Reproduce

1. Set gameplay affinity to Celestial Vines and Visual Affinity to Vodyani.

2. Start game and under tech tree it shows under Maximum Exploitation's lava colonization requires 640 industry.

3. Research the tech and you are still unable to colonize lava planets.

Cant do it with ship bound/riftborn either. The Lava planet tech is simply not in the tree. This could be a feature.

This is not the case as the tech is there. It requires industry and not the turn requirement like the other colonize options.

I can confirm the issue. I belive it should be under "Maximized Exploitation" where I have "Colonize Terran" instead of "Colonize Lava".
