Hero balance : Fusha Keencrest II need a fleet talent in is faction tier 1.

Description

The hero is from the "Récupérateur" (didn't know the english name : Recuperator ? ^^) faction who didn't have a fleet talent in T1 wich is a bit strange for a militaristic hero.

Has you need 5 point spend to unlock T2 branches you need to put one point in system talent to go further, it's not really what I am supposed to do with a fleet amiral.

Steps to Reproduce

1. Recruit Fusha Keencrest II and see is talent tree.

2. You can't go to T2 talent without spend a point un system bonus even if you want to asign him to a fleet.
