Double Hero in same game

Description

I start game with United Empire and Dimitri Lenko but turn 104 i have to  choice of a new hero and another Dimitri Lenko was present.

Steps to Reproduce

I think it can't be easily reproduced because the hero choice are basically random.

We mustn't have same hero multiple time in a game.
