'Reset to Defaults' in Options > Notifications does nothing

Description

After launching the game for the first time, I noticed that not all of the Notification settings were enabled in the Options > Notifications screen.  So I enabled all of them and applied the settings.  I then wanted to know which ones were disabled by default, so I clicked the 'Reset to Defaults' button, but all Notifications remained enabled.

Steps to Reproduce

Assuming the default configuration is that not all Notifications are enabled:

1. Navigate to the Options > Notifications screen, enable all Notifications, and click 'Apply'

2. Navigate to the Options > Notifications screen and click 'Reset to Defaults'.  All Notifications remain enabled, when they shouldn't

3. Disable all Notifications  and click 'Apply'

4. Navigate to the Options > Notifications screen and click 'Reset to Defaults'.  All Notifications remain disabled, when they shouldn't

Expected Behavior

Notifications should not either all be enabled or all disabled after clicking 'Reset to Defaults', assuming the default configuration is some of each
