Not receiving the benfits of Dust Buyout or Warp Drive techs after researching them.

Description

After researching the dust buyout and warp drive techs, I applied warp drives to all my vessels, and found that I bought could not buy out things with dust, and that my vessels were unable to warp. This continued even on reloading the game. I'm uncertain if other researched techs are also not providing benefits, but I did get the ability to build new buildings, specializations and vessels that I'd researched. 

Steps to Reproduce

Unsure. This didn't happen last playthrough. I'm not going to try overly hard to reproduce this, since I'm not an alpha or beta tester. It occurs even after quitting and reloading the game.

Hi, I have the same problem. I don't know how to reproduce. This is my 4th game and only time it has happened. Playing with Horatio. I Can add that I am quite sure AI has not been able to either.
