Summary / Title

Deed to scan 10 curiosities first does not always complete upon scanning 10. 

Description

No matter how many curiosities I scan, I OFTEN though not always fail to beat other civilizations to the goal.

Steps to Reproduce

1. Start game

2. Scan curiosities of any type until you reach 10. 

3. Goal will finally be achieved by either AI or when user scans some unknown amount. (Possibly 10 of same type?)

I noticed this in prior version of game as well, but hadn't tracked how many I scanned. Today I counted 23 scans before message appeared that someone else achieved the goal.

Expected Behavior

Deed text says to scan 10 curiosities. No specific type is mentioned. At 10, I expect the goal to be achieved.

Either the Deed text is wrong (meaning the goal is not 10 OR user is meant to scan 10 of a particular type of curiosity) or the game is just not counting all curiosities.

Notes

I also had a curiosity bug with respect to scanning Atmospheric Curiosities. I've posted that bug separately even though it occurred in the same game. 

I used 2 ships for scanning, however, MOST of the scans (at least 15) were done by one ship.

I've included 2 saves. The first is when I scanned my tenth curiosity. The other is when AI got credit for scanning 10.

Deeds don't unlock until at least one empire reaches a specific point in the tech tree, then the deed is retroactively awarded to the first empire that met the conditions, even if they met those conditions many turns earlier.

Any idea where I can see the pre-requisites for this? I had a beautiful start with a ton of curiosities so I was scanning them super fast.
