Four representative on a new colony with only one pop

Description

Election arrived some turn after a colony complete and I had 4 representative in the mother system (4 pop) + 4 representative on the newly starting little colony with only 1 pop with random political party. I play Horatio and get 1 indus, 1 religious, 1 pacifist and 1 scientist from the colony. But everyone is Ecologist in my faction.

It's a bit strange isn't ?

Didn't know if it's always like this, never noticed before.

I think a newly colony should'nt involve that many representative.
