Horatio splice genes bonuses doesn't seem to applied properly and reliably.

Description

If you splice genes with the horatio, the summary tab for the horatio pop type is always correct (shows the "promised" bonuses added to the total correctly).

However applying these bonuses are malfunctioning. It applies ok as long as you have at least 1 horatio type on a planet. Move the last horatio out of a planet and you lose the splice genes bonus on that planet forever (if you move a horatio back to that planet it gets only it's base bonuses (+food and +appr on hot) )

Steps to Reproduce

1. Play as Horatio have at least 2 planets and a pop type with enough pop to splice genes

3. Splice genes, get the bonus and observe that bonus is correctly applied on all your horatio pop

4. Move the Horatio pop between planets but paying attention not to move out the last one from any given planet. Observe that everything works as expected (bonuses are applied correctly)

5. Move the last Horatio pop out of a planet. Put a Horatio back and observe that you don't get any bonuses gained via splice genes. (you still get the bonuses on planets "not messed up")

When i move a Horatio pop type to a planet where no similar pop is present i expect to apply all the pop bonuses (which are correctly shown on the horatio pop details pane) not only the starting +food and +approvalOnHot

Notes

This is a game-braker for horatio (don't getting bonuses on captured planets. As there were no horatio present => no bonuses calculated).

For the ease of reproduction i attach a save file where you only need to splice genes with Z'vali and move the Horatio pop back and forth to observe the bug.

I should include way too many screenshots to show the whole process, better reproduce in-game from save or from scratch.

this one seems to elude the developert, plz reply on it if it is in your database already.

this makes horatio absolutely unplayable :-(  give it a higher prio plz

1.0.18 and the bug persist... should be real hard to fix :)
