When Ecologists party wins election and becomes ruling party, "Hardship Ready" law applies penalty to already colonized planets including home planet.

Steps to Reproduce

1. Get Ecologists as new ruling party

2. Notice that colonized planets (including home planet) now produce less FIDS

FIDS penalty should apply only to planets colonized without having appropriate technology.
