Doria (Lumeris) AI is stuck in an endless loop and sends the same diplomatic message every 3-4 second.

Description

I've just made peace with the Doria (Lumeris) AI. They keep on sending the same message, "What? When should we go to war with you? When you're ready to give us your full attention? We ain't stupid.", every 3-4 second. The problem persist even after the next turn, after the game been reloaded, and after the game have been restarted. Do not know if this bug extends to the other races.

Steps to Reproduce

1. Have Influence Pressure reach 100% with the Doria (Lumeris) AI.

2. Make peace offer.

3. The AI should now send you a message every 3-4 second.

That the AI only sends a limited number of messages.

1. Influence pressure 100% on Sophons AI, 75% pressure on Lumeris.

2. Offer peace to Lumeris.

3. Demand resources from Sophons (inciting war)

4. Lumeris AI spams with diplomacy message
