steps to reproduce

1) create a new model of exploration ship

2) upgrade its probes

3) the new more powerful probes cannot explore anomalies that are present that are higher level than the original probes on the design

I upgraded a ship to level 4 and when hovering over an anomaly that is lvl 3 or higher it still reports that my ship is only level 2 when it should be lvl 4
