Description

1) Custom races disappear after using them for one game, apparently loading a save with them will make them come back, but otherwise they are no longer selectable in the race menu. 

2)Galaxy settings do not seem to apply, specifically in regards to the constellation setting. I have picked many constellations several times but my galaxy is always completely connected by nodes.

Steps to Reproduce

1. Create a custom race, play one game with it, save exit, select new game, custom race is no longer amongst the factions as an option.

2. Start new game with constellations set as many, play for 100 turns until you realize everything is connected

Both issues happen every time for me.

Expected Behavior

1) The custom races shouldn't disappear 

2) The galaxy settings should apply properly, IE many constellations should mean many constellations.
