Will keep "Pending" once I hit "End Turn" on turn 77

Steps to reproduce: hit end turn

5/5 reproducibility 

(Tried reloading to 77 again, to 76 again, and tried again after the update.)

Expected Behavior is it's going to just keep Pending.

Version 1.05

(although this occurred before this new update)

Notes: This is a custom faction that's pretty close to United Empire.
