This happened to me just now, for me it triggered for a few systems that were building the last level of system development which finished at the same time as a technology upgrading an infinite construction project that was next in queue of these systems. Were you building a system development right before this happened to you?

First save is end of the turn before it happened and the second one is the start of the next turn where this bug is in effect.
