AI stuck at choosing tactic after mercenary fleet encounters pirates.

Description

After AI study "Deniable Operations" technology game turns into russian roulette.

Steps to Reproduce

1. Study "Denible Operations", "Galactic Commodities Exchange" and "Impactless Sites"

2.a Hire pirate ships at market and create fleet of them.

2.b Hire pirate ships at market and add them to the fleet of your racial ships.

3. Encounter pirates.

When you as 2.a mercenaries w/o "Privateer" active  enter system guarded by pirate flee, they will not attack you this turn. Three possible ways.

• If you attack them and win, next battle will be stuck with AI choosing tactic.
• If you attack them and lose, game is ok.
• If you dont attack them and end turn (you cant leave, cause they guard system), they will attack you next turn with AI stuck.

If you as mercenaries w/ "Privateer" active enter system guarded by pirate flee, they will not attack you, nor you can attack them, until its your home system and you can set off "Privateer". Three possible ways further.

• You stay in the system and end turn. Game bugged.
• You enter system and leave before turn ends. Game ok.
• You pass by w/o parking in system. Game bugged.

When you as 2.b fleet mixed of hired pirate and your racial ships enter system guarded by pirate flee, they will not attack you this turn.

• If you attack them, you immideatly get stuck with AI choosing tactic.
• If you end turn, they will attack you next turn with AI stuck at choosing tactic.

Expected Behavior

Pirates should always attack on encounter, unless its fleet only of pirate ships with "Privateer" active. Then it shouldnt cause next battle stuck with AI choosing tactic.

Notes

All options are valid for AI I guess, so if they get mercenaries and encounter pirates with them, game get bugged.
