Description

After signing a peace treaty, a constant stream of diplomatic messages is generated and does not stop. 

Steps to Reproduce

• Load the save in the attached file AutoSave 234.zip
• At the start of the turn, the player receives a notification that the Lumeris have declared war.
• Enter the Diplomatic Status screen and enter diplomatic negotiations with the Horatio.
• Select the Peace Treaty option.
• Add 75 Titanium and 75 Hyperium to create a positive opinion on the treaty.
• Submit the treaty.
• When the response from the Horatio comes back, note that initially the Horatio diplomatic state is Reserved.
• After a moment, the diplomatic state of the Horatio changes to Deceitful, and the player begins receiving an endless stream of diplomatic messages from the Horatio.

Some other things to note:

• This issue does not occur when signing a Peace Treaty with another race using the same save game.  For example, taking similar steps to initiate a Peace Treaty with the Vodyani in the same save game do not cause the diplomatic message spam.
• Advancing to the next turn does not stop the diplomatic message spam.
• If the player re-opens the negotiation screen with the Horatio after the spam starts and hovers over the Horatio's Deceitful status, the tooltip that is displayed shows the same three messages repeated ad infinitum.

Reproducibility

Always (using the provided save game and repro steps above)

Expected Behavior

The player should receive a single message when the diplomatic status of the AI race changes.

The same probleme with the Lumeris !!!
