AI trying to fight another AI breaks the game, preventing game progression.

Description

Neutral Factions are trying to fight the AI at some location and the battle refuses to resolve. Look at my save to see how.

Steps to Reproduce

1. Click end turn OR Fight the neutrals and Botha.
    Note: The turn will resolve if you hit end turn, but it breaks on the next one.

2. Unending turn loop
