I researched the tech "Maximized Exploitation" (allows to colonize lava planets), while running an economic senate.  So I was already able to colonize every planet type except from gas.  Later I changed my political ideology. After that I wasn't able to colonize lava planets anymore, despite having the tech. It says the tech is missing... :(
