Same thing happened to me with Lumeris after she accepted a peace agreement I proposed.

I've attached the save file immediately before: D9.zip

and after the peace offer was accepted: LumerisDiplomaticSpamAfterPeace.zip

So far the only "solution" I found to this bug is once it started - load autosaved game imideatly :)

This is still being worked on, I believe.. so I guess providing save files won't hurt :)

Just got it once again in another new game. 

However this time I am 100% sure the turn was finished, but as I said there was a lot of pop up messages in the queue when I sent some deal suggestion to AI player, closed diplomacy window and started to get spammed ever since.

Just registered to confirm the same problem in my game as UE with Horatio. Here's my save.

Getting it all the time , can't finished single game.

Usually bug starts due to some diplomatic action while other windows tries to pop (probably , but not 100% sure when doing something when turn not finished yet).

The bug also persists in the saves - reloading game that hit the bug, even after restart does not help.

I've had this happen twice now. Straight after a peace treaty is signed the AI do a 'backstab'.

Can provide a save game if required.

Same happened to me bu I was playing with United Empire, was in war with Horatio then I won it and when we start again the cold war I did peace with him. The spam begins andI had to put again Cold war (that way its get fixed but you can't enter peace)
