Impossible to create pirate's fleet in contested system

Description

If you try to create a pirate fleet in a system you own, but where the Unfallen have tendrils and with peaceful convertion in progress, you can't use the fleet action "pirates" (corsaires in french)

Steps to Reproduce

1 . Have a contested system with unfallen tendrils

2. Hire Mercenary ships from market in that system

3. Make a fleet with the hired ships

4. Try to push pirates fleet action button.

The Unfallen's tendrils being basically a substitute for their Influence zones, it might be because there is a rule preventing you to turn your Mercenaries into Privateers in another player's zone of Influence.

I'll have to check with the other game designers about that :)

Edit: Checked, seems it's indeed the case!
