I encountered something similar to this. I don't know what the exact problem was, but after I left Anarchy from switching to Republic from Federation in a 306 turn Lumeris game all saves made (autosave and manual) would not load. The game could be saved, and autosave would work, and I could play past 306 to the next election, but none of the saves made after that turn would get past Game Launching.

I was far enough in my game that I was able to finish it before the next election, but if you have no saves you can load, what you can try to do is Restore your save folder to a previous date if you have a modern Windows operating system.

Go here:
C:\Users\[username]\Documents\Endless Space 2

Right click on the Save Files folder and select Properties from the drop down menu.

When the Save Files Properties window opens up, right click on the Previous Versions tab.

Select a past version of the folder and click Restore.

Hopefully you can find a previous version that will load, and you may want to go back 10 turns before that to try something different, so the file doesn't become unloadable.
