This construction is blocked by an "infinite" construction

Description

I can't finish building anything because 'This construction is blocked by an "infinite" construction'. Spoiler: there is nothing higher up on the construction queue.

Steps to Reproduce

1. Load savegame

2. Open the Jyem system

Expected Behavior

That either 1) there is an "infinite" construction on the queue, that I can remove or that 2) constructions would work, and finish, as usual

Ok, I get it now. It isn't really a bug - I had an event that caused a -30 industry, empire wide.

Still, the tooltip for the construction queue is misleading and it's what caused me to think it was a bug. May I suggested either 1) an update/change to the tooltip, 2) make a system have at least 1 industry output no matter what, or 3) more explicitly hint that I have zero industry production?
