Description

As the vodyani, it is impossible to go over an ark population cap of 9, even if the planets colonized allow it. This can be circumvented for ONE round with the aquiring of a planet guardian (which takes an ark population slot and in turn a planet count), but the subsiquent turn you will have a vodyani die/leave/disintegrate GONE

One may also STILL attempt to use essence conversion at 9 cap, consume essence, and WILL NOT OBTAIN 10th population!

Steps to Reproduce

1. Hit 9 ark pop cap with any vodyani ark (essence conversion speeds it up)

2a. Essence conversion

3a. Next round you get your citizen and lose a citizen

2b. Growth counter ceases to count up regardless of scenario

2c. Somehow get a guardian on your planet (i don't know how I got mine...)

3c. 1 turn at 10 pop

4c. next turn at 9 pop
