Biofuel Tech allows 1:1 conversion of food->industry on a maxed population star system

As the Vodyani, your ark is capped at 9, and if you have a planet at 10 population cap, you will never hit cap, and will in turn NEVER obtain the biofuel benefit leaving it as a dead teach bleeding money (ie 10 pop planet and 7 pop planet + 9 pop ark = indefinite 16/17 population system = no biofuel triggered)

EVEN IF you have below 9 pop planets, as the vodyani I still never see the biofuel tech apply the industry bonus when my system is capped

Steps to Reproduce

1. Obtain biofuel tech as vodyani or vodyani custom race

2. Hit the 9 ark population cap on any ark

3. Dock your ark on any planet and notice that your ark population is capped, but your system IS NOT rendering no biofuel bonus, even thought your ark population IS your system population

Expected Behavior

Upon hitting 9 ark population, Biofuel Tech should instantly be enabled on the extra growth that isn't required to sustain the ark population

We're aware of this problem (which is actually the issue where the Vodyani won't fill all the available population slots for apparently no reason)!

It's in our bug database and we'll be working on it!
