Solo Quest “Riftborn Blues – Part 2” bug?

Description

Was given this quest just after retaking a planet from the Riftborn. The bug (assuming it is a bug) is that the planet was already maxed out in levels. Ergo, the only way to complete the quest was to “Evacuate” the planet and re-colonize in order to meet the quest of raising the planets “System Level.”

Steps to Reproduce

No idea on how to reproduce the bug. Save files not usable for some reason. The planet assigned the quest was already at the max system level of four (assuming that 4 is the max).

Reproducibility

No idea, one note is that my player was converted from the United Federation to the Shederyn earlier in the game. This was not a choice as stated by the in game comments about the conversion. Not enough Wiki notes to know if the solo quest was even intended for my Shederyn player or the Riftborn I had just conquered???

Expected Behavior

Assuming the need to evacuate a planet was not as intended for the solo quest.
