Playing as the United Empire - Mezari, In some point of the game "Xenoanthropology" Technology became available to research again

(I had already research it) but with the Cravers Affinity under it, I can't click on it but it is there and once I researched ALL the technologies several turns later that tech popped in "suggested techs notification" and there we can click on it but Has already the Imperial Afinnity (Whatever I already researched it early in the game, I don't know why I can research it again) I attach screenshots below.

 in order: 

1st: turn 196 I notice the tech there and I can't interact with it.

2st: turn 207 I finish all the technologies and in the notificacion It suggest that I have to research it (Now with imperial Affinity), I can interact with it in the notificiation windows (Still can't in the technology screen)

3rd: turn 207 I put in the research again (Because I had it already) and after research it I obtain the achievement that I completed the "Empire development quadrant" in Steam (So now the game recognize that I have all the empire technologies.

Steps to Reproduce

No idea, I just noticed the technology available that turn but maybe was since several turns earlier.

Reproducibility

1/5? No idea.

Expected Behavior

That technology shouldn't be there because I already researched it and obviously not with the Cravers Affinity.
