Implementing the tech Pacifist Propaganda instantly reduced my Industry by 393!

It's not a bug - the infinite conversion improvement like Propaganda, "Public 3D Printing" or "Planet Cracker Lab/Factory" consume all your Industry when they're at the top of your queue. 

If you remove it and start building something else like a ship or something, your industry should return to normal :)

The way I read the tooltip made it seem like it was going to improve my industry every turn over time, not that it would remove my industry completely and convert into fanfare for the Pacifist methodology.

I will re-read it again with the information that you shared.
