A "deceitful" faction communication pop-up appeared shortly after making a diplomatic agreement with another faction. The same pop-up reappeared repeatedly every few seconds without end, apparently breaking the game (was not resolved by save and re-loading):

Yo same here. Yet another game breaking bug which hits my gaming experience. After end turn bug, and save games not working...

Not able to finish one game cause some game breakers hit me. LOL

Can I have my money back for the wasted time I put in this game for not being able to finish one game !? Sorry...

I´m already at war with 4 other factions, so if I declare war on them its game over for me cause I cant handle more. :)

Also they contacted me, or contacting me, even if I load a save before. :(

Yea, I know, or heard about they are working on this issue, but see the time I now spend 124h into this game, without being able to finish 1 game!

If you really want to finish that save just don't stay in peace with that faction, if you change your diplomacy state with that faction they stop spamming. They are working in this issue.

I actually forgot to mention I tried this as well and it did not work for me.
