Defeating an empire while their troops are invading your system softlocks the game.

Description

I was playing as Vodyani, and United Empire declared war on me. They instantly attacked one of my systems, so I redirected my reverse-colonization A2S fleets to their homeworld - which was the only system they owned. I also sent one of my fleets to defeat their invading fleet. In the very next turn, I managed to get rid of their entire homeworld manpower, and also destroyed their invading fleet. Naturally, their troops were still on my planet. I invaded their homeworld and took it in the same turn. I was informed that their empire was defeated - which is obvious, because they had no planets and no fleets.

Sadly, their troops were still invading my planet. And because of that, I was not able to finish my turn - the ground battle pop-up was stuck, since my opponent was still choosing their strategy.

Steps to Reproduce

1. Defeat an empire while they're invading your system

2. Receive a ground battle pop-up after their empire gets defeated

3. Pick a strategy, and be unable to progress because the AI never picks their own.

Reproducibility

5/5 - I've got autosaves, and every time I arrange the exact same situation, the AI is unable to choose a strategy after being defeated.

Expected Behavior

For it not to happen - either a random strategy would be choosen, or the invasion would be gone altogether.

Notes

The entire game I picked is a lovely chaotic mess. It's a small galaxy with 11 AI opponents, but other than random stuttering I don't believe it should affect the AI this much.
