Description

Systems do not ever gain the Science or Dust bonus from being Happy/Ecstatic.

Steps to Reproduce

Version 1

1. Start a new game as non-Lumeris faction(Starting approval Content)

2. Note current science/dust per turn.

3. Pass Toys for Boys Law

4. Notice that the -10% science is applied but the +15% from Happy is not applied to Dust or Science.

Version 2

1. Start a new game as Lumeris(Starting approval Happy)

2. Note current science/dust per turn.

3. Pass Toys for Boys Law

4. Notice that the -10% science is applied but the +15% from Ecstatic is not applied to Dust or Science.

The science/dust bonus displayed in the Empire Approval tooltip should apply when the empire status is Happy or Ecstatic.
