Not sure if this is a bug or not, but it's VERY annoying.  I've come across an issue while attempting to own the entire galaxy my empire turns to anarchy every turn.

I've won the game and come across the victorious turn, but I've chosen to continue the game to rule the entire galaxy.

I'm playing a custom faction made for war with the military law that makes my citizens happy when I'm at war.

After some time while attempting to overthrow the last enemie empire, my empire goes into an anarchy loop

  - It starts off by suddenly going into anarchy (no warning) after a single or two systems have been unhappy (although not completely)

  - Upon the next turn the government is changed and Anarchy is applied again

  - On the next turn the government is changed again and Anarchy is applied.  Again.

This loop continues on and on until every world is unhappy and every world has a merc or some other faction surrounding it trying to invade.  Because of that, I have no hopes of conquering the rest of the galaxy.
