Unable to build due to eroneous "inifinite" build error

Description

No matter what is selected for construction, it is listed in the queue as being unable to build due to "infinite" construction above it

Steps to Reproduce

1. Select a build item with a set time in the mentioned systems

2. Note the build has no completion time due to "infinite" build

Notes

In the "Federation fail" file, attempt to change the build in the Therope or Oyera systems. These systems at certain points had infinite builds selected.

In the "Fallen fail" file, use the Merope system. The Merope system never had an infinite build selected in it's que.

As a bonus, the Federation save can also be used to debug the Wonder Victory issue; built 7/5 wonders.

Update:

In the Fallen campaign, the system Merope fixed itself. 

Note:

Save games from before the glitch (d3) and after (Fallen fixed) attached. Hopefully this helps with debugging.
