I looked through the keybindings menu and wasn't able to find a listing for the fleet actions to set a keybinding to the fleet actions for Execute Planned Moves and Select Idle Fleets.

Missing keyboard shortcuts aren't really a bug - I'd say it's a thread that belongs to the General disscussions forum, or the Game Design forum.
