Description

The description is different from the effects. It says just "+x on system" and that's it.

It is not exactly +2 happiness per population when I check systems.

I think this should be "per population" but I found a bug in that also.

On a system Gistra with 16 population it gives +30 happiness not +32 if it would be per population (it doesn't see 1 population??).
