I entered into peace with Horatio, and now I'm reciveing Diplomatic Message after Diplomatic Message during my turn.  This is the second turn it's been happening. I've made a save. 

Where exactly do I locate it in order to attach it?

This is a known issue and they are working on it, I don't think more saves are required but if you want: there is a paper icon that when you click it you can upload your save.

Saves are located in your documents folder / Endless Space 2 / Saves

Well, I'm 25 minutes late, Trynstark said it all :)

If it's not something you've done already, you can disable the auto pop-up of certain notifications with the blue slider in the upper right corner of the notifications: it may help until a fix is pushed!
