• Summary / Title: Receiveing endless notification from an AI faction

• Description: If the user receive a diplomatic message from an AI, who says something like "So you are busy elsewhere, so that will leave us some latitude to move ...". More Specifically, it happens when that said faction is at peace with the user, and the user is at war with another faction.

• Steps to Reproduce: 
  • 1/ be at peace with one faction
  • 2/ be at war with another
  • 3/ begin a new turn and expect to receive a diplomatic message from the faction with who you at peace with.

• Expected Behavior: to receive just one notification, not an endless stream of it !
