Description: i am stuck at "Lunching game" when i create a custom race with: extrem foreman + ship bound and ecologics.

It worked fine with other factions (default and custom with diferent settings)

Steps to Reproduce: 1.  create a custum Faction

                                   2.  Game Play Affinity: Ship Bound

                                   3.  Bonuses: extrem foreman

                                   4.  Politics: ecologics

                                   5. start game

Reproducibility: 5/5

Expected Behavior: The games starts normal
